Sure they can. It's a selling point for the PS3 and their future consoles, so why would they let a competing console use their technology when they have the advantage there?

Yes. Blu Ray was Sony's creation and thus have every right to deny their competitors the use of their technology. To be honest, Sony will always be 1 step ahead of the competition when it comes to cutting edge tech. Whether you want to believe it or not, you can't ignore the facts.
