Depends on what you want to buy? What motherboard and what CPU ? AMD ? Intel? How many GHz' ?

Depends entirely on what you consider to be quality. I am more of a value shopper so I wouldn't pay more than $200 for the two together.
You can check out newegg or tigerdirect to get a good idea for what you want.

AMD Phenom II x4 960T 3.0Ghz w/ heatsink = $125
MSI 870A-G46 AM3 ATX Motherboard = $75
I guess that suits cheap and decent. There's also an Intel setup.
Intel Core-i5 2500K Quad-Core 3.3GHz LGA 1155 Chipset w/ heatsink = $230

Intel is better if you ask me, but I don't know why, I always used AMD CPUs.

Same here but I have tested out an i7-2600K and no AMD FX or Phenom-II in all of their cheapness will take away the fact that the i7 blew away any processing problems I have ever had with a game. Mix that with an NVIDIA GTX 560 or 570 from EVGA or MSi and you have a PC worth the challenge of God.

well, I don't have money for i7, but maybe for i3. Is there big difference between the two?

HUGE Difference
i3: 2 Physical Cores, 2 Digital Cores
i5: 2 Physical Cores, 4 Digital
i7: 4-6 Physical, 4 Digital
In other words. The i7 has more it can process at the same time added that each core can do about 8 to 15MB L3 cache depending on what kind you get.
I want to get the 2600K which has 4 cores, 8MB L3 and L2 cashe and 4 Physical and 4 Digital Cores together making a sweet processor for your money.

The cooler thing about i7 is that it is constantly updated. There is the 2---X series, the 9--X, and the new 39--X series processors that add more to the L3 Cache instead of adding more cores like AMD does.
Different philosophies
AMD: More cores, less power per core.
Intel: More power, less cores.
