There are many delicate parts inside a computer or game system, best to handle with care. Whenever i clean, i use a small paint brush, the kind that has never been used. And, it's always clean. A very delicate touch is best so as not to damage anything.

Happens for me during summer and when there are dust particles accumulated in the fan.

I had overheating issues with my CPU and GPU but that's just because it was summer and they both needed new thermal paste. I've replace it on both and they both run fine now.
