How many times has it been that bungie said its going to be the last game ?

I didn't know they've said it to begin with. I don't really care though as long as their games are good. Can you say Halo 4? haha

I also didn't notice that they've been saying it was their last game. However Halo 4 is technically NOT Bungie because they handed the Halo franchise to 343. So if Bungie did promise that the halo game before that was their last, then they'd be technically accurate in their claim.

They said Reach would be the last and it's not really their fault that it wasnt. Microsoft owns the Halo IP not Bungie and they are the ones that decided to let 343 develop a new Halo series.

They kept their word, they aren't developing a new Halo game and it's not their decision to have Halo 4 made.

Bungie signed a 10 year development contract with Activision if i remember correctly, so a new IP from them will hopefully be awesome. I doubt Microsoft will let Halo 4 be worse, as they need a strong and well-known brand to sell their products - its to much of a money maker. Figners crossed for Halo 4 tho!
