I will buy used games if the game I want is pretty old, I will also buy used games if the price of a new game is still too over priced that way I will get a used game for a cheaper price. Usually the only games I will buy new are games that have just been released say on day release or games that I don't mind paying full for as I know they are worth it.

There are many game shops where you can buy used games for a fraction of original cost. If you don't mind waiting to play you can pick up a really good deal. Also, check Craiglist and Ebay and also Boot sales (England) or yard sales in America. Many times the moms will clean out their kids rooms and sell the games when the kid goes off to college and you can pick up good game deals then.

I'm wary about buying used game discs. A lot of people treat their games like crap, and have no problem with trying to sell a ruined disc on eBay, claiming that it still works.
Carts are a whole nothing story. Those things are more durable, so I'd buy a whole mess of them at a garage sale.

Have you tried using that resilver that is available for scratched DVDs and CD's? Think you can get it off Amazon. It's very cheap, usually just a few dollars. Could possibly restore some of these disks same as it would a DVD.
