Companies put out cheats on purpose, but as draven says, it's for beta testers primarily. Then it is just spread along.

Well you know, cheats are for fun. For example GTA. Why would anyone use Weapons cheats, if they don't want to fight the cops and have some good fun?

Yeah. Sometimes those kind of cheats even improve the revenue and make franchise more popular. (which means - more money)
Where would GTA:Vice City be without Seaways and Nutter Tools?

Like draven said.
But some cheat's like, wall hacks, aim's and such are made by programming individuals for sole profit.
Premium cheats, undetectable are expensive.
But don't know why are people spending money on it. I hate cheaters in online games.
