Improving the Call of Duty series
Weapons
Weapons should have realistic stats. They are balanced in real life. There is no need to make a submachine gun twice as powerful as an assault rifle. For instance: An MP5 may not be as powerful as an AK47 but it has less recoil and a higher fire rate, making it better at close range.
Greater variety of weapons. COD is very sparse in its armory compared to many FPSs.
No dual-wielding shotguns or SMGs. Doing so is simply impossible and a sign of IW throwing realism out the window and burning its corpse while people who've never played a game that requires skill cheer on.
The knife should be implemented in a way that doesn't make it instant death. According to the game files, a knife does 135 damage points while an M4A1 does 30 per shot. It takes 100 to kill.
The more powerful sniper rifles should be able to kill with one shot consistently using stopping power.
I've noticed that there is always one overpowered SMG in each COD that takes away the point of using any other weapon. In MW it was the MP5, in WAW, the MP-40, in MW2, the UMP45. I'd like this not to be repeated but I know that the devs are doing this purposely.
Fire selection. You should be able to choose whether to fire in full-auto or semi. If the weapon has a burst mode, the fire button should be held to fire a complete burst
The weapons were realistic in Rainbow Six series, including Vegas, and it worked quite well. I'm not saying turn this into Operation Flashpoint, but just make it a little more realistic.
Gameplay
One headshot should be deadly with all weapons. Currently, the damage modifier for headshots depends on the weapon, most needing two headshots to kill.
There should be a short, maybe two or three second, respawn delay for team deathmatch and other modes without respawn delay.
Players should not be spawned next to the entire enemy team and likewise an entire team should not spawn next to a single player.
You shouldn't be able to combine perks to make yourself an impossibly fast knifer.
No care packages. It is not fair that one should randomly be awarded something such as a chopper gunner, that can change the course of a match.
The team balancing needs improvement. 95% of the time my team is worthless unless I'm in a skilled party, even then it often comes down to one player who is impossibly bad. Seeing some scores such as 1 kill and 17 deaths, I would think one has to try to be that terrible, even though the game is full of noob (not necessarily a new player) handicaps.
Online Structure
The game modes should be diversified so that you can search for whatever mode you want rather than hoping that the one you want results from the generalized category search.
The search terms should be more specific so that you can search for a certain map and mode. Better yet, a host list like in Killzone 2 or all PC games (except MW2, of course) and the option to make your console a dedicated server. Servers define the online community, it only goes downhill once dedicated servers are removed. At least retain the structure with host lists for peer-to-peer console gaming.
Basically, matchmaking should be optional.
Host migration needs to be improved. I'm amazed at how often myself or someone I know who has speedy internet service is skipped over for another host who then causes the game to time out.
TLDR
Realistic weapons, no absurd combination of perks, somewhat effective team balancing, better search options and host list, no dual-wielding shotguns and SMGs, and the addition of more weapons.
Closing Thoughts
It is my belief that these suggestions would surely improve the game and while you all may not agree with me, I'm sure there are some of you who have had these same thoughts.
Unfortunately, the producers don't care for the input of their consumers. Maybe we could collaborate in a campaign to change this. Maybe I'm just getting that "evil empire" notion about IW and Activision.

Only thing they need to improve is better attachments. not every attachment is great
