I remember back in 9th grade I made some kind of pac man world cup 2006 edition, but I don't have it anymore.

I don't think so. For developing MMORPG games you need a bit more knowledge of programming also.

I think it can but you might have to program the mmo options custom. Needs a lot of system resources.

I do not have experience with making games but it sounds like a lot of fun. I am willing to play others games though.
